Customs broker handoff for CPSC eFiling
A customs broker needs accurate, timely product and certificate information to transmit the CPSC PGA Message Set through CBP ACE. The importer should provide reviewed data in a controlled package rather than asking the broker to interpret laboratory reports.
Define the filing path
For a Full PGA Message Set, provide the required certificate data elements in the broker's supported format. For a Reference PGA Message Set, provide the correct Certifier ID, Product ID, and Version ID from the CPSC Product Registry.
Map products to entry lines
Connect each invoice or entry-line product to a stable SKU, model, certificate version, and filing data. Resolve bundles, assortments, kits, and variants before cutoff. Similar product names are not a reliable mapping method.
Include operational context
A broker package may include:
- Importer and responsible contact
- Shipment or purchase-order reference
- Product and entry-line mapping
- Certificate type and approval version
- Full certificate data or registry identifiers
- Known exceptions or questions
- Package creation time and owner
The broker remains responsible for HTS classification, customs entry, intended-use code where applicable, PGA transmission, and ACE response handling within the agreed engagement.
Track distinct states
Do not label a product filed when only a package was exported. Track prepared, approved, sent to broker, broker validated, transmitted, rejected, corrected, and ACE response as separate events. Product Registry acceptance is also distinct.
Manage corrections
Define who can correct certificate data, how a new version reaches the broker, and how obsolete identifiers are withdrawn from use. Preserve the original package and reason for the correction.
